Such a damage can only make this war a vicious circle, as the undue victims can in turn go and support the Resistance (also including Mossad, RAW or CIA agents) only making this war increasingly difficult to end ...
look at Iraq or specially Afghanistan ... what do we learn from the mistakes of Americans and allies fighting there? ... have they won? Why?
In Afghanistan it is just the collateral damage of war on terror, corruption of democratic government and atrocities of American armies on general public is all that has helped Talibans reestablish and give a real tough time to their enemies, so much so that it seems directly proportional to increase in American insurgency.
