Where the emphasis should be is what is missing and many are concerend with things which are not important or matter because of this.
In islam and in any human situation, there are things which are time-centred and therefore changeable and there are things that are constants and there fore timeless.
In human situation the timeless things have been declared Haram Forbidden or Halal Allowed and they are few in numbers. However even those things become permissable or not allowed in certain situations.
Then there are things which are either encouraged or frowned upon. But they are not timeless. They can be changed according to the time and place but the nearer to the Allowed things and far from the Forbidden things the better.
And the rest of the things, and they are most of the things, are simply neutral (Mubah) and are left for the indviduals or the society to decide suiting the need of the time, and situation. It is situational management.
